A Closer Look at the Postal Service Health Benefits Program
Starting in 2025, the U.S. Office of Personnel Management (OPM) is introducing the Postal Service Health Benefits (PSHB) Program. This is a health benefits program exclusively for Postal Service employees, retirees and their families.
We know you probably have questions about what this means for you and your health coverage. Here’s what you need to know.
FEP is approved to participate in PSHB.
Since 1960, we’ve provided quality coverage to Postal Service employees and their families. FEP is approved to participate in the new PSHB Program, so you can continue to count on the coverage and benefits you trust today. This includes free preventive care, prescription drug coverage as well as rewards and discounts.
You were auto enrolled into PSHB prior to Open Season.
Prior to Open Season, OPM automatically moved Postal Service employees and retirees to the PSHB version of the FEP plan you’re in today for 2025; nothing will change about your 2024 coverage.
For example, if you’re enrolled in FEP Blue Standard™ Self Plus One, you were moved to the PSHB version of FEP Blue Standard™ Self Plus One. For 2025, benefits for Postal Service employees will be equivalent to the benefits for federal employees.
You can make changes during Open Season.
During Open Season, November 11 through December 9, 2024, you can make changes to your 2025 coverage. If you want to keep the PSHB version of the FEP plan you have today, you don’t have to do anything.
Postal Service retirees have some specific requirements for coverage.
If you’re a retired Postal Service employee, there are some requirements that impact your health coverage.
- You must enroll in Medicare Part B when you retire, with some exceptions.
- If you’re at a certain income level, you may be subject to an Income-Related Monthly Adjustment Amount (IRMAA).

How to Enroll
If you want to become a member of FEP, you can visit our How to Enroll page and follow the guidelines outlined for PSHB-eligible individuals. You’ll find enrollment codes along with simple enrollment instructions.
New PSHB coverage begins January 1, 2025.
Each member on your contract will receive a welcome mailer and new member ID card.
